Companies and Shareholding Structure

ARTICLE I

A company is an entity that can have multiple owners, in the form of shareholders, that acts similarly to a nation, but cannot hold territory of its own. Companies can conduct diplomatic and transactional business with nations or other companies without the need approval by nation leaders. Companies are owned through shares, there are 100 shares available per company and shares may not be split or broken into any smaller denominations. Shares can be purchased with consent of the company's shareholders by nations or other companies. If a shareholder is to sell shares to another nation, the shares transfers from the seller to the buyer. The United Nations must be notified upon the transfer of any shares.


Citizens of a nation can purchase shares of companies using assets they have access to. In this case, the shares will be held by the citizen's nation. Allowing or disallowing citizens to purchase shares of companies is to be regulated by the individual nations.


A shareholder nation can appoint a citizen to act as Board Member. A Board Member will have acting authority as the shareholder and is authorized to make all shareholder decisions on behalf of the shareholder nation. This is an optional position and if no Board Member is appointed the shareholder nation itself will make all shareholder decisions.

ARTICLE II

Shareholders are accountable for the actions and responsibilities of the company. If a company is unable to pay a fine, the remaining fine is to be split among the shareholder nations according to their ownership percentage.


Companies can take legal action and have legal action taken against them in the court of law. Initiating a legal action may only be done through a unanimous shareholder decision. A nation or company may not take any legal action against a company that they are the majority shareholder of and vice versa.

ARTICLE III

Companies can own assets, liabilities, and partial ownership of buildings, but cannot own territory. Any building built by a company will be considered territory of the majority shareholder nation. In the case of no majority shareholder, the territory owner will be considered in the following hierarchy: a unanimous shareholder decision, the previous majority shareholder, one of the equal shareholders based off of the territorial influences of equal shareholders at the discretion of the Cartography Commission.

ARTICLE IV

A company must have a properly labeled storage or set of storages, such as a chest, shulker, or building, that exclusively holds company assets. Any item or liquid assets in a company storage will be considered exclusive property of the company.

ARTICLE V

New companies formed must be approved by the Department of the Treasury and pay a 35 diamond registration fee to the United Nations. The following currently operated companies are to be considered approved by the Department of the Treasury and are not required to pay the registration fee:

  • OMR Mining Co.
  • NOI Shopping Center
  • 2nd bank of OMR
  • OMR Realty Offices
  • NOI Property Improvements
  • Island Assembly Agency
  • OMR College
  • Isaac investments

United Nations Tax Code - 2024

PREAMBLE

Whereas significant differences in national investment greaten the inequality among global incomes and global supplies of money, it comes time for the international governing body to institute a system to bring greater equality of income and wealth.

ARTICLE I

The United Nations Department of the Treasury, using data from the United Nations Audit, shall impose a tax on all increases in cash and cash equivalents. A graduated tax shall be used, beginning with cash and cash equivalents realized in the year 2024.


The following bracket shall be used:

  • Earnings less than or equal to 100 diamonds: 0%
  • Earnings greater than 100 diamonds but less than or equal to 200 diamonds: 10%
  • Earnings greater than 200 diamonds but less than or equal to 500 diamonds: 25%
  • Earnings greater than 500 diamonds but less than or equal to 1000 diamonds: 50%
  • Earnings greater than 1000 diamonds: 75%

This tax shall hereby be referred to as the Income Tax. All nations, corporations, and individuals with an individual balance sheet are subject to the Income Tax.

ARTICLE II

The United Nations Department of the Treasury, using data from the United Nations Audit, shall impose a tax on all increases in items. A flat tax shall be used, beginning with items acquired in the year 2024. Items acquired shall be taxed at 30% of their value.


This tax shall hereby be referred to as the Acquisition Tax. All nations, corporations, and individuals with an individual balance sheet are subject to the Acquisition Tax.


If the United Nations Audit reveals that a nation has lost items over the course of a year, the value of the lost items will count against the amount due in the Income Tax. The deduction of lost items shall be known as the Item Loss Deduction.


If an entity's cash and cash equivalents total at the year-end audit is less than the amount due for the Acquisition Tax in a given year, the entity may claim a Poverty Deferral. This deferral kicks the acquisition tax for the year to the next year, allowing the entity time to earn income sufficient to pay the Acquisition Tax. With a Poverty Deferral, the Acquisition Tax in the following year will be equal to that year's Acquisition Tax plus the prior year's Acquisition Tax.

ARTICLE III

Contributions to the United Nations made under the Maritime Defense Initiative shall also be counted as a deduction from the Income Tax, with the following contributions having the following deductions associated:

  • Conduit: 10 diamond deduction
  • Heart of the Sea: 1 diamond deduction
  • Nautilus Shell: 1 diamond deduction

This deduction may not exceed 25 diamonds, known as the Maritime Deduction.

ARTICLE IV

Each year, the December Audits shall be used to calculate the Income Tax, Acquisition Tax, and Item Loss Deduction.


The United Nations Treasury shall immediately take inventory of Maritime Defense Initiative items received and the donor of each item.


On February 1 of each year, the United Nations Treasury will update each balance sheet with the amount owed in tax. The United Nations Treasury will post an announcement to each eligible taxpayer of the amount owed. The due date for taxes to be paid will be April 15. Failure to pay by the due date will result in a mandatory minimum fine of 50% the tax owed. Possible penalties also include forfeiture of voting powers in the United Nations Assembly, United Nations annexation of items owned by the delinquent entity, and United Nations annexation of land owned by the delinquent entity. The overall penalty shall be decided in a United Nations court of law.


International Stand Your Ground Law

When confronted with a homeless or numerous homeless, any citizen of a United Nations-recognized country may exercise lethal force to defend themselves from the threat, whether real or merely perceived. This is applicable in both private and public spaces.


Re-Energize The Already Ramshackle Dorms

PREAMBLE

Given the failing nature of OMR College but desire to have increased rates of higher education among the populace of the world, the following initiative regarding the use of United Nations territory within the territory of Collegia shall be implemented.

ARTICLE I

In the United Nations' College Station Hub within the territory of Collegia, the United Nations shall begin a construction project to build a dormitory complex accessible via water elevator from the railroad center.

ARTICLE II

The dormitory complex constructed shall only be open to international students. International students are defined as students attending an institution of education in a country in which they have no citizenship.

ARTICLE III

There shall be no room and board expenses charged to students living in United Nations dormitories; however, the United Nations shall not provide tuition aid to any student without the consent of the United Nations Assembly. The Speaker reserves the right to veto any tuition aid passed by the United Nations Assembly.


Rape of the Aternos Province and all it Encompasses

PREAMBLE

This resolution aims to preserve the beauty and functionality of the lands surrounding populated areas and to mitigate environmental degradation. Due to an increase of areas raped of topsoil and stone, the United Nations, along with the Department of the Interior, have determined that action must be taken to protect these regions.

ARTICLE I

Raping of the land is defined as creating large, unsightly sections of land through the removal of sand, dirt, and other blocks above the natural layer of stone with the intent of harvesting such resources or of damaging the natural landscape. This differs to terraforming and large projects that may require such actions in the first stages of construction.

ARTICLE II

To prevent such damages to land, there shall be no raping of the land within:
3,000 blocks of the United Nations Building (located at coordinates -152 X / 36 Z)
2,000 blocks of the UN Dome in the Far Colonies (located at coordinates -88 X / 19,925 Z)
2,000 blocks of the UN Elevator in the Near Colonies (located at coordinates -366 X / 5,137 Z)


This means that there shall be square zones extending from (2,848 X / 3,036 Z) to (-3,152 X / -2,964 Z), (1,912 X / 21,925 Z) to (-2,088 X / 17,725 Z), and (1,634 X / 7,137 Z) to (-2,366 X / 3,137 Z).


The lone exception to this law prohibiting raping of the land shall be in the Desert of Gett, where the removal of sand, sandstone, and other raw materials above y-level 63 is permitted. The removal of the sand, dirt, sandstone, or other raw materials supporting buildings shall be prohibited in the Desert of Gett. Land within three blocks of a building in the Desert of Gett receives the same protections as land directly underneath buildings.

ARTICLE III

Violations of the protected square zones will result in a minimum fine of 32 diamonds per raping though the United Nations Judiciary may increase the fine for larger violations and for violations in close proximity to significant buildings.


Raping the land within a foreign country's sphere of influence shall be considered an illegal act of war. This does not apply in the Desert of Gett.


Land raped inside of the protected square zones before the passing of this resolution have until September 1 at 12:00 AM to restore the land to a natural look.

ARTICLE IV

Those accused of raping the land in protected square zones may be sued by the United Nations under the direction of the Speaker, the Director of the Department of the Interior, or a majority vote of the United Nations Assembly.


Raping the land inside of a foreign country's sphere of influence shall be considered a war crime and shall merit a war criminal tribunal on top of any lawsuits initiated by the United Nations.


Refugee and Homelessness Act

PREAMBLE

This act is necessary to address an influx of refugees and homeless persons may it ever arise. These groups are often unsightly and can lead to United Nations buildings and locations becoming more dangerous and dirty, as well as becoming less desirable property and tourist destinations. This act aims to mitigate these issues and provide a dedicated place for international refugees and homeless individuals to stay.

ARTICLE I

International refugees are individuals who have defected from their home nations and have no current affiliation with any country. The United Nations will house these individuals as they seek asylum until they are able to naturalize as citizens of another nation or return to their home nation. Homeless individuals refer to any persons without a fixed place of residence. While the United Nations is not obligated to assist homeless individuals, it may choose to house them in the same locations designated for refugees to remove them from public view.

ARTICLE II

The United Nations reserves the right to bar international refugees and homeless individuals from specific buildings, territories, or locations. This can be achieved through amendments to this resolution or through future resolutions. International refugees and homeless are prohibited from entering any United Nations territories other than designated refugee camps. Individuals seeking asylum may go to the United Nations building to be checked in and escorted to a refugee camp, or they may check in directly at a designated refugee camp.

ARTICLE III

The United Nations is to establish at least one refugee camp. This can consist of any building or set of buildings that can accommodate refugees and homeless individuals.


Nationalized Rail Industry

ARTICLE I

Each nation may create its own transportation network of roads, railroads, and other transportation infrastructure without the oversight or approval of the United Nations. A rail network is to be considered a network of rail-connected Station Hubs and Stations.

ARTICLE II

If the constructing nation connects its network of railroads to the United Nations rail network, United Nations Resolution Nation Built UN Railroad Stations shall dictate ownership of the connected national rail network. If the nation does not connect its rail network to the United Nations rail network, the nation retains 100% ownership barring the nation's sale of the stations, hubs, or rail stops.

ARTICLE III

The United Nations may not connect its network of railroads to a national rail network without written permission of the government of the nation. If permission is granted, the United Nations must compensate the nation a monetary sum or equivalent agreed upon by the nation. After payment, the United Nations will become a 25% owner of the connected national rail network.

ARTICLE IV

Multi-national railways may exist without United Nations oversight or approval. Treaties will determine ownership of these railways.


Nation Built UN Railroad Stations

PREAMBLE

This resolution aims to allow nations to construct their own railroad stations and station hubs that integrate with the United Nations rail network.

ARTICLE I

Nation-built stations and station hubs are not bound to the United Nations' style (e.g., stone brick, quartz, spruce) and may be constructed in any style of their choosing.

ARTICLE II

For a building to be accepted into the United Nations rail network, the following criteria must be met: The host nation must willingly allow the building to become a station or station hub. The building must be complete or nearly complete. Permission to expand the United Nations rail network to the building must be granted by the Department of Transportation.

ARTICLE III

Once accepted into the United Nations rail network, a building’s structure and style may be changed by the Nation building it, but the functionality of the railroad must remain intact. The Nation cannot demolish the building or remove accessibility to the railroad without explicit permission from the Department of Transportation.

ARTICLE IV

After a building is accepted, the Department of Transportation will extend the United Nations rail network to the building. The name of the building must also include the term "Station" or "Station Hub," based on its role within the network. The United Nations will gain 30% ownership of the building.


Station Hubs are larger buildings connected to multiple lines and serve as hubs where many stations connect. Station Hubs constructed by nations must be designed to accommodate future rail network expansions.


Stations are smaller buildings connected to one to a few lines and serve as final destinations. Stations built by nations do not need to account for future railroad expansions.


Partial Ownerships of Buildings

PREAMBLE

The purpose of this resolution is to allow multiple nations and companies to share ownership of buildings. This will expand the economy and give an opportunity to invest in buildings to grow wealth in new ways.

ARTICLE I

The Owner of a building can sell shares in the form of percents of a building. The smallest unit a share can be is 1% ownership of a building. Owning more than 50% of a building, i.e. 51% or greater, establishes a majority ownership.

ARTICLE II

The territory and sphere of influence of a building, as determined by the Cartography Commission, of a building is owned and controlled by the majority owner. All other partial owners do not have an inherent right to build or alter the building or land in any way without express permission from the majority owner.

ARTICLE III

Buildings owned by the United Nations cannot have any shares sold. The United Nations will retain 51% ownership of buildings in the United Nations Commercial District which are operated by nations or companies; the remaining 49% ownership will be held by the nations or companies operating the building. This applies to past and future Commercial District Buildings

ARTICLE IV

When United Nations Railroad stations and station hubs are constructed within the territory of another nation, the host nation will hold a 20% ownership of the station or station hub. This applies to past and future United Nations Railroad buildings.


Air Rights

Quality of view from the highest points of a structure shall be considered by the United Nations Valuation Committee in real estate assessments.


Given the significance of a building’s view, owners of existing buildings shall reserve the right to enforce air rights to buildings within 50 blocks of its building. By enforcing these rights, they may require no other entity may build taller buildings within that 50 block radius.


Horse Armor Value

Horse armor is relatively rare to find yet has no value in our financial system. As you cannot craft horse armor, other than leather, I propose we set a value for it.


Horse armor is to be valued at three of the base material (i.e. diamond horse armor would be valued at three diamonds). Except leather, which will be worth the number of leather in its crafting recipe.


Equality for Ice Act

Ice is to be treated as maritime territory the same as water. When building over ice, one must follow the same building restrictions as if they were building over waters. Any buildings constructed prior to the passing of this resolution will need to get permits from the United Nations. This can be done via petition to build into maritime territory.


Shaikea Protection Act

Whereas Quinn's Country President Vlueban has stated that losing Shaikea would remove his will to live, therefore be it resolved: the theft of the shulker box named Shaikea or removal any of its contents without the express written consent of the President of Quinn's Country is punishable by a minimum fine of 500 diamonds, revocation of observer or voting member status in the United Nations as applicable, and a public execution in the United Nations building followed by a prison sentence determined by a United Nations court.


Establishment of the Independent Nation of Belize

Belize, under YerLoss, is now a country recognized by the United Nations. According to Article II of the First Amendment to Resolution Voting Member and Observer Fees, Belize is required to pay the United Nations 45 diamonds to become a full-fledged observer state. To become a full-fledged voting state, Belize is required to pay 576 diamonds under the same statute.


Given the nature of the creation of Belize as an independent state, the United Nations shall enforce the terms of the Treaty of Reid Vegas as it pertains to penalties given to the new state of Belize.


United Nations Department of Architecture

PREAMBLE

There is to be a new bureau created called the Department of Architecture.

ARTICLE I

The Department of Architecture will have two directors, which are positions that are held indefinitely in good behavior. The inaugural directors will be the Ambassador from the Nation of Isaac and the Ambassador from the Confederate Provinces of East Old Man Reid.

ARTICLE II

The directors of this department, along with the Bureau of Records, are to create a document studying and categorizing the different architectural styles throughout the world.


International Registers of Important Structures

PREAMBLE

The United Nations is to establish a list of buildings demonstrating engineering and architectural genius and a second list of culturally significant historic structures.

ARTICLE I

Buildings considered for the Register of Architectural and Engineering Wonders of the World must be agreed upon by the United Nations Assembly as being unprecedented in functionality and/or style. The Register of Architectural and Engineering Wonders of the World can only have completed buildings listed, unless an in-progress building merits the architect or engineer a Medal of Papa Quinn. Buildings earning Medals of Papa Quinn automatically are to be inducted in the Register of Architectural and Engineering Wonders of the World.

ARTICLE II

Buildings considered for the Register of Historic and Cultural Structures must be at least two years old and must be considered significant to the national identity of a recognized member state of the United Nations.

ARTICLE III

Buildings may be inducted to both Registers. Damaging buildings in either register shall be considered a war crime.

ARTICLE VI

To nominate a building to either register, a United Nations Ambassador must motion in the United Nations Assembly to nominate an eligible building. A majority vote is required to induct a building to either Register.

AMENDMENT I

PREAMBLE

This amendment changes the protection status of non-Medal-of-Papa-Quinn-winning buildings in the Register of Architectural and Engineering Wonders of the World (RAEWW). Protection for buildings in the Register of Historic and Cultural Structures (RHCS) and buildings in the RAEWW which have won a Medal of Papa Quinn are not affected.

ARTICLE I

Damage to non-Medal-of-Papa-Quinn-winning buildings in the RAEWW will no longer be considered a war crime, but rather any court suits or settlements for damages will be doubled. Damage to Medal-of-Papa-Quinn-winning buildings in the RAEWW and damage to buildings in the RHCS will still be considered a war crime.

AMENDMENT II

The speaker has the power to induct UN owned buildings into the Register of Historic and Cultural Structures, as long as they meet the requirements, through an executive order.

AMENDMENT III

(3/7/2023) [2-0]    Proposed By: Nation of Isaac (NOI)

Minor damage to multiple buildings in the Register of Historic and Cultural Structures cannot result in multiple war crimes, only grounds for a larger fine. Significant damage to more than one building in the RHCS can result in a war crime for each building in the register significantly damaged.


Clarification of Embassy Ownership

PREAMBLE

While embassies have existed in the world for years, no laws have been made to create a hard set of rules. This resolution aims to clear any confusion one may have about embassy ownership and processes.

ARTICLE I

Embassies can be given out at the discretion of the host country. They can be given to countries for free or they can be sold for a price. The host country must choose a plot of land for the embassy to be created in. The host country has the right to revoke an embassy at any time. If this is to occur, the host nation must pay the guest nation market value of the property plus twenty-five percent. With proper warning, the host nation can relocate the guest nation’s embassy to a comparable piece of land and pay the guest nation market value.

ARTICLE II

An embassy gives ownership of the airspace and land underneath to the guest nation. Any issues that may arise between the host and the guest nations will be handled between the two nations or in the United Nations Court. The Cartography Commission is to mark embassies as territory of the guest nation.

ARTICLE III

The Flag Relevance resolution applies to embassies as well, requiring a flag of the guest nation in the territory.


Accounting Services System (ASS)

ARTICLE I

The United Nations Department of the Treasury is to implement a system to create a balance sheet for each entity under United Nations jurisdiction. This includes each of the following:

  • Recognized Governments
  • The United Nations
  • Individuals
  • Businesses
  • Other Organizations

ARTICLE II

The balance sheet shall outline assets, liabilities, and equity. Assets are defined as all items owned by the entity. This includes cash and cash equivalents, items of value, equity held in organizations and businesses, and land. Liabilities are cash payments owed to other entities. Equity is the value of assets minus the value of liabilities, representing the true amount of ownership of the assets owned by an entity.

ARTICLE III

To have accurate valuation of assets, a committee herein called the Valuation Committee, consisting of the United Nations Assembly and non-Ambassador delegates invited by the Speaker considered knowledgeable in the market value of assets, shall be formed. Such meetings shall take place each year in December and June. In the meetings, the members of the Valuation Committee shall submit their estimates for the market value of each parcel of land based on its size, quality of improvements, location, quality of neighbouring land and improvements, likelihood of creeper explosions, and accessibility. This is not an exhaustive list and other metrics can affect an evaluator's price. Items of value are to be determined by majority vote of the Valuation Committee in the absence of United Nations legislation determining prices. Equity valuation is the percent ownership of an organization times the total equity value of the organization owned. Cash and equivalents is the sum of monetary assets and debts owed to an entity.

ARTICLE IV

All organizations required to have balance sheets must submit them in January and July of each year.

AMENDMENT I

Eliminate the Speaker's ability to invite non-Ambassador delegates to participate in the Valuation Committee. The value of property and other important matters should not be left in the hands of non-ambassadors. If a country would like participation from their citizens, they should agree on one number for the Ambassador to submit.


Advertising in the United Nations

A license may be purchased by private entities, defined as individuals, governments, or organizations not affiliated with the United Nations, to place advertisements inside of territories and real property possessed by the United Nations. The Speaker, Treasury Director, or Interior Director has the power to issue such licenses. Denied licenses may be appealed by majority vote by the United Nations Assembly.

AMENDMENT I

Advertisements are to be classified as either billboards, interior signs, or exterior signs. The license issued must state the duration for how long the advertisement may exist, where it may exist, and the price paid. The United Nations Assembly may prematurely revoke licenses issued in the event that the price is unreasonable but the United Nations then must issue a refund. The Bureau of Records must maintain records of each license.

AMENDMENT II

Limit the advertisements offered to billboards. This will limit the potential of bad looking advertising in the form of signs. These signs could also confuse players as there are many signs with important informations, such as line and station names for the UN Railway. A license for an existing billboard can be purchased, or a request for a new billboard can be submitted, with payment for a license once it is built.


Commerce District Height Restriction

No building shall exceed the height of the second-to-top floor of the United Nations building in the UN commerce district. This height will change with the height of the United Nations building i.e. if an additional floor is added to the UN, the height restriction will be raised to match the new second-to-top floor.


One-Time Annexation and Auction of Bad Land Near the United Nations V2

ARTICLE I

(See part of attached map with black outline for reference) The United Nations is to annex the Crippal-owned territory of Archiva. This land will be used to create a hub for UN Railways nearby and will simplify the amount of rails. The UN will also preserve the historic Archive House.

ARTICLE II

For the loss of territory, Crippal shall be owed an amount decided by the expert guidance of the Treasury Director. The Treasury records shall show an interest-free debt from the United Nations to the nation of Crippal, payable when the leader of Crippal is in a position to safely receive the payment.

Voting Member and Observer Fees

Secret Base Liability Act

A secret base is to be defined as a place within a country's borders or sphere of influence in which less than half of all nations have knowledge of the existence, whereabouts, and design of the base.

Secret bases are to be legally protected from all forms of trespass, which is to be defined as uninvited entry by a foreign party into a nation's secret base. Nations are legally permitted to kill trespassers through the use of military force within the boundaries of the base or through the use of traps.

ARTICLE II

Nations may not have more than two secret bases and evidence that a nation is applying protections from the Secret Base Liability Act to more bases than the limit voids protections to all bases.

ARTICLE III

Signs must be placed at entrances to secret bases to state that this is restricted space where trespassers will be legally killed. In the event that a trespasser is not killed, they may be sued for compensation no greater than the value of the secret base's treasury. If the trespasser is killed and the nation acquires the trespasser's dropped items, the nation owning the secret base has no obligation to return the trespasser's items.

I propose that every territory must contain the flag of the country; one in each main country, and one in each “colony” or part of territory not touching the main country. This rule will also extend to all nether portals, a flag must be put on any portal (nether side) that leads into the owner's territory.


United Nations Medal of Papa Quinn

The United Nations, at the end of each year, is to offer awards called the Medal of Papa Quinn to individuals for various tasks completed during the year. The inaugural class of honorees of the Medal of Papa Quinn will earn awards in the following areas:

- Outstanding Achievement in Architecture
- Outstanding Achievement in Redstone
- Outstanding Achievement in Literature or Journalism
- Outstanding Achievement in Politics
The United Nations is to commission a building in the United Nations Commerce District in which honorees of these awards may be recognized.


To be nominated, each United Nations Ambassador must submit, for each category that they desire nominating anyone, the name of someone not from their country and the reason that person deserves to earn that award. Nominations are not necessary by any Ambassador, although all nominations are due by December 25th. The United Nations Assembly will vote and the nominee with the most votes wins the award. In the event of a tie of more than two nominees, the Bureau of Records Director will choose the two most deserving nominees to earn the award. Voting between nominees ends at midnight on December 31st and winners are to be honored by the United Nations on January 1st.

The United Nations was founded to protect and serve its client states, and so it is necessary that the United Nations takes action in the wake of a global danger that threatens the very existence of a majority of its states. The United Nations needs to act to protect and allow recovery from such unpredictable disasters as what happened and is likely to continue. Therefore, the United Nations votes to create and enforce these Resolutions.

ARTICLE I {#article-i-13}

There is to be the creation of a task force of surveyors consisting of the Speaker of the United Nations, the Treasury Director, and the Interior Director. Provided one is absent, the Deputy Speaker may fill in. When a nation reports a natural disaster to the United Nations, the Surveying Team is to be called to inspect the damage and determine a recommended aid package to be given to the afflicted countries. The aid is a minimum of 16 iron ingots and 64 cobblestone blocks, with no maximum. The surveying team will determine a recommended amount to give in aid, and the United Nations Assembly will vote if the aid should be given as recommended, as double the recommended amount, or as the legal minimum previously established. A plurality vote is enough to win in the Assembly for an aid package vote, and a tie is broken by giving the lower amount.


UN Resort Council

Funding will be determined by the Department of the Treasury with insight from the Speaker.


Structure in the Happening of an Impractical Tie (SHIT)

In the event of a tie during the speaker elections, the speaker position is given to the smallest county in the world who has been actively participating in the server in the last three months. This will remove all run-off elections and make the outcome of a tie more similar to the original charter.


Actively participating is defined as joining the server more than three times, staying for at least fifteen minutes each time or building at least 32 blocks of a useful or decorative structure within your territory, or, with special permission from the UN, the UN’s territory, or gaining at least four diamonds worth of wealth.


The smallest country will be determined by the Cartography Commission, as he determines the territory for all countries and territory.


Bridge Proposal

Bank Protection

UN Debt Relief Act

PREAMBLE

The United Nations is to implement a debt relief act to pay off the acquisition of the OMRC Monorail and the Gett RR. So as to cushion the nations with fewer resources, the United Nations will tax based on the diamond supply.

ARTICLE I

The wealthiest nations, the Nation of Isaac and Quinn's Country, will each pay a value equivalent to 574.5 Iron Ingots in a one-time payment to cushion the United Nation's debt. The middle class, Nelsonia, will pay a value equivalent to 191.48 Iron Ingots in a one-time payment to cushion the United Nation's debt. The poorest nations, the Papal States of East and West Old Man Reid, the Isle of Knoo and Crippal, will pay a value equivalent to 31.13 Iron Ingots in a one-time payment to cushion the United Nation's debt.

ARTICLE II

The debt relief taxes will be due on Saturday, December 7th, 2019. A 25% interest will be charged each week that the tax is late. If the tax is not paid by January 1st, 2020, the United Nations reserves the right to take legal action. Once paid, the taxes add up to the total United Nations debt of 1465 Iron Ingots.


Bureau of Transportation

PREAMBLE

This will create a new responsibility/position in the UN: Upkeeping roads, railways, and other various methods of transportation around the UN and its spheres of influence.

ARTICLE I

The chairman of the Bureau of Transportation will be chosen by the Speaker upon their election and will remain in that position until the end of said term, or until the end of the next Speakear cycle.

ARTICLE II

Materials, resources, and tools will be provided by the UN, however, the tools are to only be used for construction and demolition/renovation of roads, railroads, paths, etc. Using the tools and materials for personal projects (construction, mining, griefing) is a punishable offense.

ARTICLE III

Donations are also accepted. Giving half a stack of iron per week to the Bureau of Transportation is equivalent to a 5% interest rate deduction, however, this type of donation can only be performed once per week with no more than a 5% interest rate deduction. Donations of other resources, materials, and tools are still accepted outside of the weekly half-stack-of-iron deal, as well as extra iron for the construction of railroads and other forms of transportation.

ARTICLE IV

The Bureau of Transportation is only allowed to operate in UN-designated areas. This includes nations, spheres of influence, and UN-owned areas such as the Nether, the end, and anything the UN sees as property.


Department of the Treasury

The Director of the Department of the Treasury is to be appointed by the Speaker at the start of the Speaker's term, and the Director of the Department of the Treasury is to hold the second position in the line of succession for the office of the Speaker. The Commissioner of Cartography is to hold the third position in the line of succession. This resolution amends the prior resolution, Line of Succession.

The events and rules for the events are to be determined by a bureau, and the bureau is to be composed of all United Nations Ambassadors of nations that possess an athletic facility used for sports played in the Aternos Games.This bureau will not have a director. This bureau does not affect the line of succession to the United Nations Speaker role. The Aternos Games are to be played once every two months, and are, at least, to include the following events:

  • Swimming (pools must have lanes 50 blocks in length)
  • Archery
  • Horse Racing (courses must be approx. 550 blocks in length, take approx. 105 seconds to sprint the whole thing)
  • Cross Country (courses must follow the same parameters of horse racing)
  • Jousting
  • Gladiator Battles

The committee will decide, by a simple majority, if they are to add any other events.


Scoring to see which country wins the Aternos Games is to be decided by a simple majority by the committee.

PREAMBLE

The expansion into water has grown to be a contested matter, with nations battling for domination of the seas. The purpose of this resolution is to curb disputes over the seas.

ARTICLE I

The construction of man-made islands in the inland sea known as Lake Aternos (circled on the attached map) is to be prohibited. All existing man-made islands created before the passing of this resolution are lawful and permitted to continue to exist. However, no new one may be created lawfully and is to be considered an act of war against the United Nations. The Cartography Commission is to name other water features, with the labeled parts of the map being called Guanknoonamo Bay.

ARTICLE II

Nations are to only own maritime territory within three blocks of their territory, as recognized by the United Nations. If a nation owns land on both sides of a river or on all sides of a lake, they are the owners of the lake and that part of the river, and it is to be treated as land that they own. Maritime territory outside of the three-block radius is United Nations territory, but can still be used to harvest resources for United Nations member states.

Cartography Commission

There is to be the establishment of a Cartography Commission, which is to define borders between the recognized nations in the United Nations and to settle disputes.

ARTICLE I

The Commissioner of Cartography must be a qualified candidate, appointed by the Speaker at the beginning of the Speaker's term. To be a qualified candidate, the Commissioner of Cartography must have, at least, a bachelor's degree in cartography from an accredited institute of higher education. If the Speaker appoints an unqualified candidate to the position, the Assembly reserves the right to impeach the Speaker.

ARTICLE II

The Commissioner of Cartography is to publish at least one official map of the United Nations per month, and the most recently published map is the official copy which is to be referred to by the Assembly when needed.

This position will no longer be appointed by the speaker, but rather Axeman_76, of The Nation of Isaac, will become the permanent commissioner. In doing this the cartography commission is giving up its spot in the speaker line of succession.

The reason this is being proposed is because Axeman_76 has been the only commissioner of the cartography commission since its introduction early October 2019 and has created every map since June 2019. This will also make appointing bureau directors easier by having to appoint one less.

Diplomatic Procedures: Declarations of War, Declarations of Hostility, Embargoes, Treaties, and Alliances

PREAMBLE

The purpose of this resolution is to establish a precedent for diplomacy and to create more transparency with regard to international affairs.

ARTICLE I

Each sovereign nation has the right to make alliances with other sovereign entities recognized by the United Nations, in the form of military and economic alliances. Military alliances allow nations within the alliance to mutually protect one another and mean the member nations of a military alliance can be treated as one party with declarations of war and peace negotiations. Economic alliances allow nations within the alliance to mutually share resources and/or allow member nations to choose to embargo a third party against whom they declare hostilities. In the event an alliance becomes too powerful, the United Nations may choose to dissolve the alliance with an absolute majority. In a dissolution of alliance voting procedure, non-alliance members' votes count as 3 votes, while members' votes count as 2 votes. When alliances dissolve, notice must be given to the United Nations

ARTICLE II

Each member state and declared military alliance reserves the right to declare war on another entity, providing Casus Belli or Casus Foederis is present in the declaration of war authorized by the government(s) of the instigating party. Undeclared wars can be considered war crimes, meaning the instigator of undeclared wars, regardless of which party causes more damage, can be charged with war crimes and forced to pay reparations and/or be sent to prison. The same penalties apply to wars declared without any Casus Belli.

ARTICLE III

Casus Belli and Casus Foederis in declared wars provide justification for the declaration of war. A Casus Belli may respond to direct threats or offenses made by another nation/alliance while Casus Foederis responds to direct threats or offenses made by a third party toward an allied or friendly entity. Such threats or offenses may include instigating an undeclared war/hostilities, violating treaties recognized by the United Nations, impeding the ability of foreigners to worship their religion, and any other Casus Belli or Casus Foederis that the United Nations Assembly agrees by an absolute majority is a valid Casus Belli or Casus Foederis.

ARTICLE IV

When ending a declared war, all involved parties must meet in the United Nations to discuss the terms for peace, and there is to be a negotiator appointed from a neutral country to moderate the peace negotiations. Once terms have been decided for peace, a treaty is to be signed which will guarantee peace for 48 hours between all involved parties, and all wars started between those parties until the end of the 48-hour period will be considered undeclared wars.

ARTICLE V

Once the peace treaty has been signed, the United Nations Assembly will convene to determine if any war crimes were committed during the war and in the declaration of the war. If any evidence of the use of lava or explosives, loss of civilian life, excessive stealing, excessive destruction to buildings or attacks on neutral nations is apparent, or evidence of failure to adhere to the procedure of declaring war with Casus Belli or Casus Foederis, these are grounds to open a War Criminal Tribunal. The UN Assembly also has the right to determine what are unenumerated war crimes.


In a War Criminal Tribunal, a tribune of two judges from neutral countries are selected and one judge from the opposing side of the conflict is selected to determine whether or not the accused is guilty or not. The judge from the opposing side of the conflict will present the evidence against the accused and the accused, unless they plea guilty, must explain why they are innocent. If the judges ask any questions, the accused must answer the question unless the other two judges rule that a question is irrelevant or too leading. Once the questioning is done, the judges will deliberate and must have a majority to determine whether or not the accused is guilty. If they rule the accused is guilty, they must give a punishment for the accused. This can include prison time, capital punishment (the means of execution to be decided by the Tribune), fines or banishment to a Sphere of Influence. If it was a government figure that committed the crime, the war criminal's country may lose its place on the United Nations Assembly temporarily, but this must also be agreed upon by an absolute majority in the UN Assembly, in addition to a majority in the Tribune.


Maritime Defense Initiative

All member states are to contribute to a coastal defense initiative to defend from hostile invaders. To do so, all citizens of member states are to donate Nautilus Shells, all Prismarine items, Hearts of the Sea and anything else designated by a committee led by Ambassadors Axeman_76 and The_Cowman7. They will also lead expeditions to the oceans to search for necessary items, which are voluntary to attend but encouraged.
